In June 2023, the Senate referred an inquiry into the worsening rental crisis in Australia to the Community Affairs References Committee for inquiry and report, with an interim report to be presented by 23 September 2023 to aid in the deliberations of the National Cabinet on renters' rights, and a final report to be presented by 28 November 2023.

At the time of writing, 193 submissions have been published on the committee’s website, and 16,061 submissions have been received through simplified submission forms. The committee acknowledges that many submissions are yet to be fully considered and published. This material will be considered in the final report. All of the evidence published so far is listed at Appendix 1 of this report, and the committee’s final report will contain the full list of evidence received.

This interim report consists of four chapters, including the introductory chapter, which provides the context for the inquiry and an overview of the current housing landscape and policy context.

Chapter 2 focuses on the experiences of renters and describes the many difficulties and challenges renters face;
Chapter 3 highlights evidence regarding specific cohorts facing additional barriers to renting; and
Chapter 4 provides an overview of the key factors underlying the current rental crisis.
