Summary, etc. Boarding houses provide long-term, low cost accommodation for a range of people. In metropolitan Sydney, rising land prices and the pressures of gentrification have led to massive boarding house closures (up to 75% of stock has already been lost in some areas). This loss of affordable accommodation has in turn led to increased pressure on the private rental market and increased levels of homelessness. Boarding house owners have indicate that declining profitability is the principle clause for the decline of this sector. This dissertation investigates the financial viability of the boarding house sector through a feasibility analysis of boarding house operations in two distinct Local Government Areas - North Sydney and Burwood. The results of this investigation are then used to critique the currently policy environment with a focus on State Environmental Planning Policy No. 10 - Retention of Low Cost Housing.
