Summary, etc. The private rental sector in NSW is currently under considerable stress. Vacancy rates are low, waiting lists for public housing are of unprecedented length, and demand for emergency and crisis accommodation and for emergency rent assistance is growing. Rents are rising and are generally high - particularly in relation to the means of low-income people - and yet, even with the prospect of capital gain, appear insufficient to stimulate an increase in supply in all but the top end of the rental market.<br/>The particular concern of this report is, however, the traditionally cheapest form of accommodation - boarding and lodging houses. The report is the result of the activities of the NCESS Boarding House Action Group (BHAG), which came together in 1982in response to concerns about the decline in boarding house numbers, the quality of boarding house accommodation on offer and the lack of alternatives available to displaced boarding house residents and would-be residents.
