NCAT found that the Operator has no obligation to the applicant to upgrade the substation, and therefore is no basis for the orders sought. The application was dismissed. I note that the applicant initially brought this application on behalf of other homeowners whose situations may be different. I have not considered the rights of any other homeowners in this decision.
