Issue Paper 1 covers the relationship between homelessness and poverty; Issue Paper 2 examines homelessness in South Sydney with particular attention to rough sleepers, street drinkers and the use of public spaces and Issue Paper 3 looks at possible strategies for Council including the main barriers to minimising the experience of homelessness in the municipality.
