N2  - These proposals for legislative amendments have been drafted by a sub-committee of the Tenancy Legal Working Party (TLWP), itself a joint sub-committee of the Tenants' Union of N.S.W. and the Combined Community Legal Centres Working Party. 
The TL WP brings together individuals and organisation who have both many years of experience as advocates for tenants and considerable expertise in working with the Residential Tenancies Act 1987. They include academics, legal aid solicitors, workers attached to Tenants' Advice and Advocacy Services and participants on the "Tenants' Hotline". Accordingly, the TLWP is well placed to develop these proposals. 
Balanced Legislation represents a balance between the need for tenants to have adequate legislative protection and the need to balance the rights and responsibilities of both tenants and landlords. 
The proposed amendments are, in part, a response to the inequalities surrounding the landlord/tenant relationship. At the core of Balanced Legislation are the principles of security of tenure and protection for tenants against unfair rent increases. These two principles represent the key elements of the reform proposal.
