520 _aThis document provides a broad overview of how some land authorities in England, in particular those in Greater London, have used the planning system to facilitate the provision of affordable housing within the private housing market. It outlines the planning framework within which affordable housing contributions are sought, the involvement and interaction of key stakeholders in this process, the affordable housing outcomes produced, the issues that influence its implementation and possible lessons for its application in NSW. This is not an academic piece of research, but a 'snapshot' of an evolving system. It attempts to travel from the formation of national policy to local policy implementation, outlining its various applications and associated issues. This research draws on current literature, local housing studies, planning reports and interviews with personnel working in the housing policy field, within London and the West Midlands Region. These sources represent local authorities at the borough, district and county level, peak local government bodies, central government personnel, academics researching housing policy, representatives from the housing building industry and housing associations.
